Performance Max Campaigns: A Step-by-Step Guide for Beginners
19 October 2026 · By Mohammad Khalil · Paid Ads
Performance Max is a Google Ads campaign type that uses one budget and one set of assets to show your ads across Search, YouTube, Display, Discover, Gmail and Maps, with Google's automation choosing where, when and to whom. You give it a goal, conversion tracking, creative assets and audience signals, and it bids for conversions or conversion value. This guide walks a beginner through how it works, how to set it up step by step, and when it beats a regular Search campaign.
What is Performance Max in Google Ads?
Performance Max (PMax) is a goal-based campaign that runs across all of Google's ad inventory. Instead of choosing keywords, placements and formats one by one, you tell Google what a conversion is worth and let its machine learning find it.
Instead of separate Search, Display and YouTube campaigns, a business in Amman can run one PMax campaign, and Google builds ads for each channel from the headlines, descriptions, images, logos and videos you upload. You can read a short definition in our Marketing Dictionary: Performance Max.
What you control:
- The goal and the conversion actions the campaign should optimize toward.
- The budget and the bid strategy (Maximize conversions or Maximize conversion value, with an optional target CPA or target ROAS).
- The assets inside each asset group.
- Audience signals and search themes that hint at who your customers are.
- Locations, languages and exclusions such as brand exclusions and URL rules.
Google controls the placements, the bid in each auction and which asset combination each person sees.
What do you need before launching a PMax campaign?
You need working conversion tracking first, because PMax optimizes only toward the conversions you report. Without it, the algorithm has nothing to learn from and will spend your budget chasing cheap clicks and views.
Check these before you create the campaign:
| Requirement | Why it matters | Who needs it |
|---|---|---|
| Conversion tracking (Google tag or GA4 key events imported into Google Ads) | Tells the campaign what a result is | Everyone |
| Correct conversion values | Needed for Maximize conversion value and target ROAS | Online stores, lead businesses with known values |
| Google Merchant Center linked, with an approved product feed | Lets PMax show Shopping-style product ads | Online stores |
| Assets: text, images, logo, ideally video | Raw material for every ad format | Everyone |
| A clear landing page per asset group | Keeps the message and the page aligned | Everyone |
| Customer lists or website visitor data | Strong audience signals | Recommended |
Fix tracking first. Our GA4, Meta Pixel and Conversions API setup checklist shows the order to build it in, and the dictionary entry on key events explains how GA4 marks the actions that matter. A common mistake is counting a WhatsApp button click as a conversion next to real purchases, so the campaign learns to find clickers, not buyers.
How do you set up a Performance Max campaign step by step?
You create the campaign in Google Ads by choosing a sales or leads objective, selecting Performance Max, then filling in budget, bidding, settings and at least one asset group.
- Choose your objective. Click New campaign, pick Sales or Leads, and keep only real conversion goals selected.
- Select Performance Max as the type. If you sell online, link your Merchant Center account here.
- Set the budget. Use a daily budget you can afford to run for several weeks without changes. Plan it with our ad budget planner.
- Pick a bid strategy. Start with Maximize conversions (or Maximize conversion value for a store). Add a target CPA or target ROAS later, once you have conversion history.
- Set locations and languages. For a Jordan-only business, target Jordan and choose "presence" so you reach people located there. Add Arabic and English if your customers search in both.
- Review URL settings. Decide whether to allow Final URL expansion, which lets Google send people to other pages on your site. Exclude pages such as blog, careers or login if you keep it on.
- Build your first asset group with assets, a final URL, audience signals and optional search themes (covered below).
- Add brand exclusions if a Search campaign already covers your brand name.
- Publish and wait until the learning period ends before judging results.
What are asset groups, and how many should you create?
An asset group is a bundle of creatives, a landing page and audience signals built around one theme, product category or audience. Start with one or two asset groups per campaign, each tied to a distinct offer, and add more only when you have the budget and assets to feed them.
Each asset group includes:
- Headlines, long headlines and descriptions.
- Images in landscape, square and portrait formats, plus logos.
- Videos. Without one, Google may generate a video from your other assets, which is rarely as strong as your own.
- Business name, call to action and final URL.
A furniture store in Amman, for example, could build one asset group for living rooms and another for bedrooms, each with its own images, headlines and landing page. Fewer, well-stocked groups give the algorithm more data than many thin ones. Write headlines that work on their own, since they appear in many combinations, and treat Ad strength as a checklist for missing assets, not a measure of results.
How do audience signals work in Performance Max?
Audience signals are hints, not targeting rules. They tell Google where to start looking for customers, and Google can show your ads to people outside those signals if it predicts they are likely to convert.
The strongest signals come from your own data:
- Customer lists of past buyers or leads.
- Website visitors collected by your Google tag, the basis for retargeting.
- Custom segments built from search terms people use or websites they visit, such as "wedding venues Amman" for a wedding planner.
- Interests and demographics from Google's own segments.
You can also add search themes: phrases describing what your customers search for, useful for new accounts with little conversion history. Still, the most important "targeting" decision is your conversion goal.
Performance Max vs Search: which should a beginner run?
Run Search first if people already search for what you sell and your budget is limited, and add PMax once your conversion tracking works and you have enough budget for both. Many accounts run them together, with Search covering high-intent keywords and PMax extending reach across other channels.
| Search campaign | Performance Max | |
|---|---|---|
| Where ads show | Google Search results and search partners | Search, YouTube, Display, Discover, Gmail, Maps |
| Main control | Keywords, match types, negative keywords | Assets, audience signals, search themes, goals |
| Ad format | Text ads | Text, image, video and Shopping-style ads |
| Transparency | Detailed keyword and search term data | Less detailed; insights and channel reports |
| Needs conversion data | Helpful | Essential |
When a search query matches an eligible keyword in your Search campaign exactly, Google generally gives priority to the Search campaign. So many advertisers keep Search for core and brand keywords and let PMax handle the rest.
For a Shopify store selling in Jordan and the Gulf, PMax with a Merchant Center feed is often the natural next step after launch. Still setting up the store? How much budget does PMax need, and how long is the learning period?
There is no fixed minimum, but the budget must be large enough to produce conversions regularly, because the algorithm learns from them. After launch, expect a learning period of a few weeks in which results swing, and avoid large changes during that time.
A simple way to think about it, with hypothetical numbers: if your cost per lead is around 10 JOD and your daily budget is 5 JOD, you get roughly one lead every two days. That is very little to learn from; a budget that brings several conversions a week gives PMax far more.
During the learning period:
- Do not change the budget, bid strategy or targets sharply; adjust gradually.
- Do not add and remove asset groups every few days.
- Judge results over weeks, not days.
When you move to target ROAS, base the target on your margin. Our article What Is ROAS, and How Do You Find Your Break-Even ROAS? explains how to find the minimum ROAS your business needs, and the ROAS calculator does the maths for you.
How do you know if your PMax campaign is working?
Judge PMax by cost per lead, cost per sale and ROAS from conversions you trust, not by clicks or impressions, then use Google's reports to improve the inputs.
Where to look:
- Conversions and conversion value against your break-even point.
- Asset group and asset reports to replace weak creatives.
- Insights and search term insights to see the search categories triggering your ads.
- Channel performance to understand how spend splits across Search, YouTube, Display and other channels.
If leads look cheap but your sales team in Amman calls them poor quality, fix the conversion goal: count only qualified actions, or import offline results.

Frequently asked questions
Is Performance Max good for small businesses?
It can be, once conversion tracking is reliable and the budget can bring conversions every week. With a very small budget or weak tracking, a focused Search campaign is usually the safer start.
Can I use Performance Max without a product feed?
Yes. Lead generation and service businesses can run Performance Max with assets only. A Merchant Center feed is needed only if you want Shopping-style product ads.
Can I add negative keywords to Performance Max?
Google has added more controls over time, including brand exclusions and negative keyword options at the account level. Check the current settings in your account, and keep core keywords in a Search campaign if you need full keyword control.
