Click-to-WhatsApp Ads on Meta: Step-by-Step Setup

Click-to-WhatsApp ads send people from a Facebook or Instagram ad straight into a WhatsApp chat with your business. For many shops and service businesses in Jordan and the Gulf, that chat is where the sale actually happens. This guide walks you through the setup in Meta Ads Manager, the welcome message, budget and testing, follow-up and measurement.
Why do WhatsApp ads suit businesses in Jordan and the Gulf?
Customers in the region already use WhatsApp to ask about price, size and delivery before they buy. A click-to-WhatsApp ad lets them tap one button and start that conversation, instead of filling in a form.
There is also plenty of reach. According to DataReportal, Digital 2025: Jordan, 5.45 million people in Jordan can be reached with Facebook ads, more than Snapchat (4.10 million) or Instagram (4.05 million). Click-to-WhatsApp ads can run on both Facebook and Instagram.
WhatsApp campaigns work especially well for:
- Products people ask about before buying: furniture, perfumes, watches, fashion with sizes, electronics.
- Services and bookings: clinics, salons, cleaning, real estate, training and courses.
- Businesses without a full online store: you can take orders and confirm delivery inside the chat.
They are a weaker fit if nobody can reply quickly.
What do you need before you start?
Prepare these before you open Ads Manager:
- A Facebook Page and a Meta Business portfolio (Business Manager) with an ad account and a payment method.
- A WhatsApp Business number. This can be the WhatsApp Business app on a phone, or a number on the WhatsApp Business Platform (API) if you use a CRM or a team inbox.
- The number linked to your Facebook Page. In your Page settings, open Linked accounts, choose WhatsApp and enter the number. WhatsApp sends a code to confirm it. You can also manage this from Meta Business Suite. Link your Instagram account too if you want ads to run there.
- A complete business profile on WhatsApp: name, logo, description, working hours and, if it fits, a catalog of your products.
- Someone ready to answer. The ad only starts the conversation. A person, or a well-set-up automated flow, has to finish it.
If you also sell on a website, set up the Meta Pixel too, so you can retarget visitors later.
How do you set up a click-to-WhatsApp campaign step by step?
Meta renames buttons and menus from time to time, so the exact labels in your account may differ slightly. The logic stays the same.
- Create a campaign. In Ads Manager, click Create and choose an objective. Engagement is the usual starting point for WhatsApp conversations. Sales is also available with a messaging conversion location, and suits accounts that want Meta to optimise for purchases. Leads can also send people to messaging apps.
- Set the campaign budget. Choose a daily budget at the campaign level, or set budgets per ad set if you want strict control of each audience.
- Choose the conversion location. At the ad set level, pick Messaging apps (in some accounts shown as Message destinations), then select WhatsApp and the linked number.
- Choose the performance goal. For a first campaign, choose to maximise the number of conversations.
- Define the audience. Set the location carefully: if you only deliver in Amman, target Amman, not all of Jordan. Add age and language if they matter. Broad targeting often works well once your creative is clear about who the offer is for.
- Keep placements automatic (Advantage+ placements) unless you have a strong reason to exclude some.
- Build the ad. Select your Page and Instagram account, add an image, video or carousel, write the primary text and headline, and use the call-to-action button Send WhatsApp message.
- Set up the message template (see below), then review and publish.
How do you write the welcome message and conversation starters?
In the ad's message section, you set what people see when the chat opens:
- Greeting: one or two short lines that thank them and tell them what to send. For example: "Hi, thanks for contacting us. Tell us which product you want and your area, and we'll reply with the price and delivery time."
- Conversation starters: ready-made questions people can tap, such as "What is the price?", "Do you deliver to my area?" or "Is it available in my size?". Each tap sends a clear first message, so your team knows what the person wants.
- Prefilled message: some setups let you add one message the user sends with a single tap instead of starters.
Match the greeting to the ad, and write in Arabic for local audiences.
How much budget should you start with, and how do you test?

Then test one thing at a time, which is the core of A/B testing:
- Creative: a product video against a static image.
- Offer: free delivery against a price discount.
- Greeting and starters: a short greeting against one that asks qualifying questions.
- Audience: broad against a narrower interest or location.
Give each test enough days before you judge it, and never change budget, audience and creative on the same day.
How do you turn WhatsApp conversations into sales?
The ad buys you a conversation. The sale depends on what happens next.
- Reply fast. During working hours, aim to answer within minutes. Set an away message for evenings and weekends that says when you will reply.
- Use quick replies. Save answers to the questions you get every day: price, sizes, delivery areas, payment methods.
- Qualify, then close. Ask what they want, where they are and when they need it. Give the price clearly, then ask directly for the order and confirm the details.
- Label every chat. In WhatsApp Business, use labels such as New, Interested, Ordered and Not interested. This makes follow-up and counting easy.
- Follow up once, politely. If someone stops replying, send one reminder the next day. On the WhatsApp Business Platform, messages sent outside the 24-hour window after the customer's last message need an approved template.
How do you measure WhatsApp ad results?
Ads Manager shows conversations started and cost per conversation. Those numbers matter, but they are not the full picture. A cheap conversation that never buys is expensive. Track the journey from chat to sale:

Both work with click-to-WhatsApp ads. The app suits small teams that answer manually, while the WhatsApp Business Platform (API) suits higher volumes, shared inboxes and CRM connections.
Can the same WhatsApp ad run on Instagram?
Yes. If your Instagram account is connected, the ad can show on Instagram placements as well as Facebook, and both open the same WhatsApp chat.
Why do I get many WhatsApp chats but few orders?
The usual causes are slow replies, an unclear offer or price, or targeting areas you don't serve. Check your greeting, reply time and location settings, and label chats to see where buyers drop off.
